City of San Angelo

The City of San Angelo supports business growth by providing reliable infrastructure, streamlined permitting, and access to essential municipal services. Its planning and development efforts ensure that utilities, transportation networks, and zoning align with the needs of employers and investors.

By fostering a business-friendly environment and investing in long-term community development, the City helps create the stability and resources companies need to succeed.

San Angelo Chamber of Commerce

The San Angelo Chamber of Commerce plays multiple roles: it’s both a business advocacy organization and a hub for promoting community, jobs, business, and education in the region.

Its Economic Development Division works closely with COSADC to help retain existing industries and attract new primary industry, with a focus on offering well-paying jobs and strengthening the regional economy. The Chamber also promotes tourism and the local business climate through its Destination Marketing efforts.

San Angelo Regional Manufacturers Alliance (SARMA)

SARMA, part of the Chamber of Commerce, is focused on supporting the manufacturing, fabrication, industrial services, energy, and agribusiness sectors in the San Angelo region.

It provides networking, workforce training, marketing & recruitment for industry, and serves as a unified voice for regional manufacturers. Through SARMA, local industrial firms can collaborate, share resources, and compete more effectively.

ASU Small Business Development Center – Texas South-West

The Small Business Development Center (SBDC) housed at Angelo State University provides confidential, no-cost consulting to existing and startup small businesses. Its services include business planning, financing, marketing, human resources, and technical training.

It also organizes seminars and workshops and partners with colleges, economic development organizations, and others to boost entrepreneurship in the Concho Valley. In 2025, it earned national recognition for excellence and innovation in its small business support work.

Howard College

Howard College in San Angelo plays a key role in workforce training and continuing education. Its Workforce Training Division collaborates with local businesses to identify skill needs and then designs training programs to meet them. It also helps individuals seeking new careers or upgrading skills. The college also assists businesses by finding funding sources and securing grants to support specialized training.

Angelo State University (ASU)

ASU is a public, regional university offering over 100 undergraduate majors and many graduate‐level programs across multiple colleges (Arts & Humanities, Business, Education, Sciences, etc.). It supplies a pipeline of educated graduates.

Through its research, its business programs, and partnerships (e.g. the Small Business Development Center, collaborations with Howard College), ASU contributes to workforce development and supports broader economic development in the region.

Downtown San Angelo, Inc.

Downtown San Angelo, Inc. (DSA) is a nonprofit organization dedicated to revitalizing and preserving the historic downtown area of San Angelo. As a Texas Main Street program participant, it works on building restoration, beautification, promotion of downtown businesses, tourism, and creating vibrant, economically healthy public spaces. It plays a central role in enhancing quality of life and encouraging investment in the heart of the city.

Concho Valley Workforce Solutions

This organization (the Workforce Solutions of the Concho Valley) is the region’s “one-stop” employment and training center. It offers a range of services for job seekers (including dislocated workers, youth, veterans), and for employers (such as recruitment, training, labor market information).

It administers programs such as apprenticeships, literacy, technical training, and assistance programs like SNAP, TANF, and unemployment insurance. It’s a critical partner in building and sustaining a skilled workforce for the region.
