The Business Retention & Expansion Program (BREP) is a key initiative of the City of San Angelo Development Corporation (COSA DC), focused on supporting local employers whose strategic plans may include expanding operations, strengthening their workforce, or remaining competitive in today's fast-moving economy.

What Is BREP? 

BREP is an incentive-based program intended to: 

  • Assist existing local businesses planning capital investment or workforce expansion 

  • Supporting businesses evaluating relocation or downsizing and providing solutions to help them remain and grow their operations locally

  • Offer a flexible set of monetary and non-monetary tools to reduce project costs and strengthen operations 

How It's Funded

The program is funded through San Angelo’s ½-Cent Sales Tax, approved by local voters and governed by Chapters 501–505 of the Texas Local Government Code. By law, these funds are dedicated to projects that create or retain primary jobs that inject new dollars into the local economy. 

Eligible Industry Sectors

To qualify for BREP, your business must operate in one of the following primary employment sectors: 

Crop Production, Animal Production, Forestry & Logging, Mining 

Manufacturing, Wholesale Trade, Transportation & Warehousing 

Information Services, Scientific R&D, Telecommunications 

Securities, Commodity Contracts, Insurance, Financial Vehicles, Business Management

Telephone Call Centers

Possible Incentives 

Each BREP incentive package is customized based on job creation numbers, capital investment, and strategic alignment with San Angelo’s economic development goals. 

Qualified projects may be eligible for: 

  • Cash Grants for Job Creation 

  • Property Tax Rebates 

  • Development Fee Reductions 

  • Construction Cost Rebates 

  • Business & Workforce Training Support 

  • Access to Grants, Capital, and Expert Advising 

  • Referrals to Local and State Resources 

How the Process Works 

  1. Initial Business Visit – Meet with our economic development team to share goals and challenges 

  2. Eligibility Review – We assess the fit of your project based on industry sector, job creation, and scope 

  3. Customized Incentive Proposal – You’ll receive a tailored plan aligned with local, regional, and state programs 

  4. Board Approval – The COSA DC Board and City Council review and approve the package in compliance with Texas law 

  5. Support & Follow-Up – We're with you every step of the way with hands-on implementation and long-term retention support
